Federal fire crews fight -- for health coverage

A social media campaign started by a few seasonal firefighters is spreading, well, like wildfire.

The issue? Getting frontline firefighters who battle the nation's wildfires -- temporary federal employees because of the seasonal nature of their work -- into the government health care system.

More than 118,000 people have endorsed the idea on change.org through Friday afternoon. The group also has its own Facebook page.

A union official working on behalf of the 8,000 temporary federal firefighters told msnbc.com he had never seen such traction on an issue that's been around for decades.

"These are employees that time, and civil service reforms, forgot," said Mark Davis, head of the Forest Service Council.

John Lauer and a few colleagues on a federal hotshot fire crew based out of Custer, S.D., started the petition while fighting the massive High Park Fire in Colorado earlier this month.

After a few days they had 1,000 supporters -- not bad, Lauer thought. Then they went five days on the fire lines without a cellphone, and when they got reconnected the number had shot up to 94,000.

"It was pretty wild," Lauer told msnbc.com during his lunch break Friday while deployed to a fire in South Dakota.

"We're not looking for a handout," he was quick to add, "we're just looking for the opportunity to buy into" the health insurance program for full-time federal employees.

"We're working a year's worth of work in six months," he said, given the 18-hour shifts over 14 days, then two days off.

Crews can make $25,000 over a six-month season with overtime, Davis said, but a firefighter with family can expect to pay $6,300 for health insurance, whereas the federal government's costs come out to $3,300a family.

"It'll help a lot of people, particularly folks with families," he said, adding that he hadn't gotten any criticism for the petition.

"It's a morally unambiguous issue ... given the long hours and the nature of the work," said Lauer, who's also fought fires this year in New Mexico and Wyoming.

In a statement to msnbc.com, the U.S. Forest Service said "any changes to eligibility would require Congress to change the law."

"We are happy to work with Congress, should they decide to address this issue and its impact on the unique circumstances of forest fires," the agency added. "Under current appropriations, Congress has not provided the resources necessary to provide seasonal employees such benefits."

The Forest Service Council's Davis has been in touch with the Office of Personnel Management -- which is like the U.S. government's human resources office -- and hopes it can be resolved without an act of Congress.

The online petition "has caught their attention," said Davis, who has also been trying to get seasonal employees into the civil service.

"In my mind, it's an administrative issue" that can be resolved after a process that includes public comments, he said.

Taxpayers would end up helping, Davis acknowledged, but crew attrition rates are now four times greater than other federal employees so lowering that through health care incentives would mean efficiencies in not having to train as many new crews and possibly having fewer accidents.

"Yeah, it's going to cost more," he said, "but you get what you pay for."

Lauer, for his part, might not be back on the fire lines next season to reap any benefit. "I'm going to law school next year," he said.

The Downstairs
When you walk into the house you enter into a mud room but to enter the and leave the house there is a lock system in which you have to type in a code in which the staff are the only ones to have it. You walk into a hallway to the right there is an open doorway that goes into the kitchen, which has all cupboards locked up to all the patients, its a large room with the kitchen things on the left and to the right as a large table that has 13 chairs. Off of the kitchen is a room that is locked and can only be opened by staff, Patients where never allowed in this room. This was the staff/med room, this was where the staff kept their things and where the medication was locked up, it also had a small bathroom off to the side.

Back into the hallway on the left there are two doors. The first one was to the living room, in the living room there was two couches and two chairs with a tv on the wall with a small shelving with videos and dvds but they are locked up. There was a bookshelf filled with books and a table with a couple chairs. The next room was the activity/day room. This is where most groups and group activities will be, it had a few tables with chairs in it, a shelf with doors that is locked that has different games, activities, and crafts. The stairs are off of this room. The last room is the Treatment room, which is at the end of the hallway and locked, this is where the therapist and doctor meet with each patient during the day.

The Upstairs
When you go up the stairs you first go into a hallway, to your left is the Nurse's room, which is locked, the Nurse lives there 24/7 and have a bathroom connected to it. Next to the nurses room is another hallway that has two rooms which are lockable, these are the safe rooms. Their is one for the girls and one for the boys, the safe rooms are used when a patient is either being a danger to others or themselves. The rooms are bare of anything and actually has padding all around it, there is a light on the ceiling that is actually in a cage looking thing.

Back in the hallway across the hall is the hallway to the bedrooms. The girls on the left and the boys on the right, the rooms start at Girl 5 and Boy 5 and goes down, the first three rooms on each side are found with a bed, nightstand, closet cupboard and dresser. The last rooms are shared by patients girl 1 & 2 and boy 1 & 2, they have two beds, two dressers, two nightstands and two closet cupboards. The bathrooms are found back if you go back out in the hallway and at the end of the hallway you take a left, the boys bathroom is the first room and the girls bathroom is the last room.

Family tragedy becomes public nightmare when death video hits Twitter

By the time police asked Internet users to remove graphic photos of a man decapitated after he jumped in front of a train, it was too late for the dead man's son. He had already seen the grisly images ? recorded by teenagers?just after the incident occurred ? when they went viral on Twitter.

You can hear the teens in the background of the shaky cellphone video, recorded Wednesday afternoon in the Netherlands, calling to each other, their adolescent voices tweaked with shock, excitement. "Here. Here is the body. Here he is," one boy shouts in Dutch. Another points to the man's severed head, a few feet away. No one is laughing.?

At least 70 students?at a nearby school ??in the?Kennemerland area of?Haarlem ??witnessed the accident or immediate aftermath, reports?Ijmuider Courant, a Netherlands news site. School officials swung into action. Within 10 minutes of the incident,?administrators?guided students away from the station and back to the school. There, counselors and members of the?Kennemerland police department spent the afternoon talking to kids and later, their parents, about what they had seen.

Yet at the same time that the school was trying to mitigate the psychological damage of the incident, a video of it was being shared among students and?making its way out onto the Internet, by way of Twitter.

This is the video the?dead man's son had already seen when?Kennemerland?police broke the news to the family. It was then that son connected the two, and realized the video was of his father.?

When the police department found out about the video, the department took to Twitter and asked the public to stop sharing the video. In Dutch, the police?asked, "Anyone who has shared pictures of the?Driehuis?train victim, remove them immediately. It is disrespectful and goes too far!"

It's a good-faith plea, made by a police department savvy in the ways of the Internet, enough to know it was already too late. It was too late 15 minutes after the video first hit Twitter, when the teenage boy who first sent it out into cyberspace deleted his original tweet. It had already been?retweeted countless times. And that is the lesson that Evy Elschot, spokesperson for the Kennemerland police department, hopes people will take away from this incident, instead of the gory details.

"The boy didn't understand the impact of what he had done," Elschot told msnbc.com in a telephone interview. Identifying him only as a teenager between the ages of 14 and 16, Elschot described him choking on tears and shaking with panic when confronted by police. "The boy said he wished he didn't do it, that he could take it back, but of course he couldn't," she said.

The boy tweeted (in Dutch), "I hate myself for what I've done," according to news site RTL.?

Elschot told msnbc.com she regrets the story receiving national attention, resulting in?the inevitable spread of a video that causes pain to a family already suffering. (Msnbc.com will not link to the video.) To protect the family's privacy, she would not share the age of the son who saw his father in the video.?

According to?Elschot, it was a very difficult decision to ask people via Twitter to delete the video.

The Kennemerland police department is very active on Twitter, using the official account to communicate with the public on such things as traffic delays, especially crowded areas at festivals, as well as finding witnesses to crimes and fielding complaints (and compliments) from the public. But by using Twitter to discuss a suicide, the Kennemerland police department went against what Elschot describes as Holland's "gentleman's agreement" to not publicize details about suicides.

Elschot said that it's in consideration for families whose?members?commit suicide,?but this practice also abides by the World Health Organization's recommendations for avoiding suicide contagion ? a phenomenon which affects those already at risk. Train suicides account for 4 to 10 percent of suicides in the Netherlands, the Journal of Affective Disorders reported in 2010.??Such a video going viral could spread contagion as well.

Elschot agrees that there's an important discussion to be had, but not about this family's tragedy.

"This really is about young people and how the world is different," she said. "When I was a kid, I might say some things in my small town without thinking, but we only had the telephone. Someone else might read your letter, and there is embarrassment for awhile, but not the oil spread of information we now have on the Internet. Kids need to understand that and their parents need to tell them."

The American Library Association website offers a variety of resources to help parents and kids navigate the Internet safely and responsibly. ?

Recognize the potential from mistakes - Business Management Daily

During drug trials for a children?s vasodilator, or blood pressure medicine, lab researchers noticed that the children in the trials were unexpectedly growing hair all over their bodies. It was a side effect of the drug, and the effect was reversed as soon as the children went off the drug.

Photos of the children circulated inside the company running the trials. Someone hinted that perhaps the company would use the active ingredient as a cure for baldness in adults.

?Ridiculous,? said employees, who laughed openly at the suggestion. But someone persisted with the idea until a product, called Rogaine, became a reality.

The story points to two leadership qualities: the ability to recognize potential and to have courage, even during adversity.

How to use those same qualities with the people you lead:

  • Spend time with a struggling em??ployee who has potential. Do you see the potential in an employee who has made mistakes? Ask him questions and invest in listening. Help him overcome the current situation.
  • Ask, ?How can I help you be successful?? Find the gold in someone by altering their work in a way that draws out their strengths.
  • Champion them to the naysayers. Now, stick up for that golden employee. Let people know about the positives and potential you?ve seen.

A raging wildfire roared through neighborhoods and forced 32,000 residents of Colorado Springs to flee their homes.

The 24-square mile fire scorched the edges of the U.S. Air Force Academy on Wednesday. Thick smoke and towering flames cloaked the full scope of damage to Colorado's second-largest city.

President Barack Obama plans to tour the area on Friday.

A separate fire burning in northern Colorado has grown to 136-square miles and destroyed 257 homes.

Elsewhere in the West, wildfires in central Utah and Billings, Mont., have each destroyed dozens of homes and forced hundreds of evacuations. Another wildfire in Wyoming's Bridger-Teton National Forest has charred about 19 square miles as of Wednesday.

After high court ruling some illegal immigrants on edge

Although the Supreme Court only upheld the 'show your papers' part of Arizona's controversial immigration law, some undocumented immigrants worry about being stopped while out in public. NBC's Mike Taibbi reports.

The U.S. Supreme Court ruling that struck down much of Arizona?s strict anti-illegal immigration law but upheld one of its most controversial provisions has some illegal aliens on edge. But will it prompt them to pack their bags and leave the state anytime soon?

Some may leave?but more likely than not most will stay put, say immigration-rights activists and illegal immigrants contacted by msnbc.com.

?The main thing we?re focusing on is advocating for families not to flee Arizona, to stay here and help fight for their rights to be here,? said Opal Tometi, a member of the board of the Puente Movement, an Arizona-based immigrant rights group, and national organizer for the Black Alliance for Just Immigration.?


Leticia Ramirez, a mother of three who lives in the Phoenix area and says she is undocumented, said the mixed Supreme Court ruling could make day-to-day life harder for her family but they plan to stay anyway.

?If we fight together it?s going to be better for us than just one person fighting? for all the community,? she said.

The Supreme Court struck down key provisions of Arizona?s SB 1070 but said the state could go forward with a?much-debated portion requiring police to check the immigration status of anyone they stop, detain or arrest for other reasons if they have ?reasonable suspicion? that the person is in the country illegally. Even there, though, the justices said the "show me your papers? provision could be subject to additional legal challenges and advised states not to apply the law in such a sweeping way that it would become unconstitutional. They also said officers can't arrest people on minor immigration charges.

Gov. Brewer: 'Heart' of immigration law proven constitutional

Tometi said the provision requiring police to try to determine the immigration status of a person stopped for other reasons might deter some undocumented immigrants from coming to Arizona. But she says it?s unlikely to lead to?full-scale departures from the state, especially for families that have been in Arizona illegally for years --?and even decades.

?I think that people will stay,? she said.

?What we?ve decided as a community in Arizona is that we?re going to do community organizing and defend our families, whether they?re documented or undocumented,? Tometi said.?

Both sides declare victory in court's immigration ruling

She said activists are establishing ?barrio defense committees?-- volunteer neighborhood committees that provide a network of support services for people who might be?swept up in detention or deportation proceedings.

Ramirez, who said she has been in the U.S. for 18 years, said the ruling will make routine day-to-day activities??difficult? for her family.

?We?re not going to be living a normal life anymore. We?ll be afraid when we get stopped,? she said.

?We?re not going to be able to take my kids to soccer practice, to soccer games, to movies, to the mall because I?m afraid we're going to be stopped. I don?t want to put my kids in that situation. A lot of people won?t even want to take their kids to school because they?re afraid of being stopped.?

She said while some illegal immigrants might leave, she?s determined to stay.

?Leaving Arizona leaving is not going to resolve anything,? Ramirez said. ?I would say to my community: Stay so we can fight together. People want to raise their kids and have a family. They?re going to risk it.?

Fernando Lopez, 21, says he experienced the provision firsthand -- being arrested after an Arizona Highway patrolman asked for his papers. The Mexican national living in Phoenix is fighting deportation and says even if he hadn't been caught he'd still fight to stay in the U.S.

"My brother left two years ago when the law was passed," he told msnbc.com, but "running is not the solution."

"The least we can do is organize as a community," said Lopez, who does acknowledge it's easier for him to stay since he's not married and has no children.?

The Arizona DREAM Act Coalition, an organization of immigrant youth and their supporters, said the section that was upheld is "conducive to racially profiling citizens, legal residents and undocumented immigrants."

"We will continue to educate our community on how we can overcome the implementation of this section so the impact to the people in our state is minimized," the group said in a statement.

"We encourage the community to stand firm, to not panic, and to stay informed."

Natalie Cruz, 24, also plans to stay and hopes the DREAM Act will give her some protection while she studies in Phoenix. Among her family, one aunt said she'd return to Mexico if the court upheld the police provision, Cruz said, but others plan to stay.

That's not to say life will be the same. "It is going to change how I do things -- like driving," Cruz said.

Jim Gilchrist, founder and president of the Minuteman Project,?a California-based group that advocates tough enforcement of immigration laws, says the Supreme Court opinion is unlikely to have a dramatic impact on illegal immigrants in Arizona.

While local police can inquire about the legal status of someone they stop for probable cause for something else, ?that?s apparently all they can do,? Gilchrist said.

?It doesn?t put any serious teeth into enforcing immigration laws,? he said.

The U.S. Department of Homeland Security says even though the agency expects a lot more calls from Arizona police to check people's immigration status, deportations won't necessarily increase because federal officials are only targeting those who have been convicted of a felony or present a securty threat.

Google TV goes international, Sony NSZ-GS7 set-top box up for preorder in the US and UK

Sony mentioned during CES 2012 that its Google TV-powered hardware would come to Europe this summer, and now it's official. Along with Google, it's announced preorders are available for the $200/£200/$199 NSZ-GS7 internet streaming set-top box in the US and UK (showing a ship date of July 9th for now), with plans to launch in Australia, Brazil, Canada, France, Germany, Mexico and Netherlands later this year. The NSZ-GP9 with integrated Blu-ray player will arrive in October, priced at £280/€300 overseas. UK users can expect localized content from The Guardian among other sources, and more reveals are promised at Google I/O this week. There's an internationally-aimed trailer (embedded after the break) and more information from Sony and Google at their respective sites, we'll see if the mix of reworked hardware and updated software makes this venture more successful than the last round.

Tropical Storm Debby turns sights on Fla., Ala.

A state of emergency has been declared in Louisiana in preparation for Tropical Storm Debby and oil rigs across the Gulf have been evacuated. The Weather Channel's Mike Seidel reports.

Updated at 10:13 p.m. ET: Parts of Florida and Alabama were under a tropical storm warning Sunday as Debby churned off the Gulf Coast, leaving wary residents to closely watch a storm whose path has so far been difficult to forecast.

Underscoring the storm's unpredictable nature, forecasters discontinued a tropical storm warning for Louisiana after forecast models indicated Debby was less likely to make a westward turn than initially predicted. Coastal Alabama and parts of Florida, including the Panhandle, remained under tropical storm warnings.

Debby already had dumped heavy rain on parts of Florida and spawned some isolated tornadoes, causing some damage to homes and knocking down power lines. High winds forced the closure of an interstate bridge that spans Tampa Bay and links St. Petersburg with areas to the southeast.

The first named storm of 2012 to enter the Gulf of Mexico, was centered about 115 miles south-southwest of Apalachicola, Florida and was nearly stationary, the National Hurricane Center said in its 7 p.m. CDT update.

Debby, no longer expected to gain hurricane strength, packed winds of 60 mph, the Miami-based center said.

Citing a "significant change in the forecast track," the NHC said Debby is expected to hit the Florida Panhandle near Panama City on Thursday as a tropical storm. "This forecast remains uncertain due to weak steering currents," the NHC said.

The NHC had previously predicted that the storm would track westward toward the Louisiana coast as a weak hurricane, spurring Louisiana Governor Bobby Jindal to declare a state of emergency.

Chris Landsea, a meteorologist at the National Hurricane Center, said forecasters rely on computer models which were contradictory until Sunday.

"They came into a bit more of an agreement that the westward turn is less likely," he said.

Landsea said every storm is different and has different characteristics, "and in this case it's a very unpredictable storm." He said Debby was could become a hurricane.

A major concern will be flooding from heavy rainfall. Parts of Florida and southeast Georgia could receive 10 to 15 inches of rain, with some areas getting as much as 20, he said.

Debby's top sustained winds were at about 60 mph (95 kph). The storm was moving toward the northeast at 3 mph (6 kph).

Near the mouth of the Mississippi southeast of New Orleans, Plaquemines Parish President Billy Nungesser said officials were making preparations to protect the main highway from tidal flooding.

At least one tornado linked to the storm touched down Saturday in southwest Florida, but no injuries were reported. Another was reported Sunday in Venice, damaging some homes.

"This is quite common with this type of storm," senior hurricane specialist Stacy Stewart with the National Hurricane Center said of the twisters. "They tend to not be very large or long-lived, which can be difficult to detect on radar. So people need to keep an eye on the sky."

Debby has shut nearly a quarter of offshore crude oil and natural gas production, the U.S. government said.

BP Plc, the largest oil producer in the Gulf of Mexico, shut in all of its production. The Louisiana Offshore Oil Port, the only U.S. port for handling the largest oil tank ships, stopped operating due to rough seas.

ConocoPhillips and Royal Dutch Shell Plc had also shut some of their production as of Sunday as the first storm of the 2012 Atlantic hurricane season to threaten offshore production gained strength in the Gulf.

The storm has a 30 percent chance of reaching hurricane strength before landfall and could temporarily disrupt 55 percent of Gulf offshore oil production and 44 percent of natural gas production due to short-term evacuations, according to Weather Insight, a unit of Thomson Reuters.

Despite storm warnings in the Panhandle, Debby hadn't totally dampened vacations.

Thousands were on the beach at Pensacola Beach, Fla., on Sunday morning. Many used their phones to take photos of huge waves crashing into the concrete supports of a fishing pier. There wasn't any rain yet; just gusty winds and dark, fast-moving clouds.

Few people were in the water. Red flags warned tourists to stay out of the surf, and lifeguards cruised the sand on all-terrain vehicles, blowing whistles at anyone who got near the waves.

Workers with rental companies used pickup trucks to gather chairs and umbrellas as a precaution against an unusually high tide.

NuSTAR mission status report: Observatory unfurls its unique mast

ScienceDaily (June 25, 2012) ? NASA's Nuclear Spectroscopic Telescope Array, or NuSTAR, has successfully deployed its lengthy mast, giving it the ability to see the highest energy X-rays in our universe. The mission is one step closer to beginning its hunt for black holes hiding in our Milky Way and other galaxies.

"It's a real pleasure to know that the mast, an accomplished feat of engineering, is now in its final position," said Yunjin Kim, the NuSTAR project manager at NASA's Jet Propulsion Laboratory, Pasadena, Calif. Kim was also the project manager for the Shuttle Radar Topography Mission, which flew a similar mast on the Space Shuttle Endeavour in 2000 and made topographic maps of Earth.

NuSTAR's mast is one of several innovations allowing the telescope to take crisp images of high-energy X-rays for the first time. It separates the telescope mirrors from the detectors, providing the distance needed to focus the X-rays. Built by ATK Aerospace Systems in Goleta, Calif., this is the first deployable mast ever used on a space telescope.

On June 21 at 10:43 a.m. PDT (1:43 p.m. EDT), nine days after launch, engineers at NuSTAR's mission control at UC Berkeley in California sent a signal to the spacecraft to start extending the 33-foot (10-meter) mast, a stable, rigid structure consisting of 56 cube-shaped units. Driven by a motor, the mast steadily inched out of a canister as each cube was assembled one by one. The process took about 26 minutes. Engineers and astronomers cheered seconds after they received word from the spacecraft that the mast was fully deployed and secure.

The NuSTAR team will now begin to verify the pointing and motion capabilities of the satellite, and fine-tune the alignment of the mast. In about five days, the team will instruct NuSTAR to take its "first light" pictures, which are used to calibrate the telescope.

Why did NuSTAR need such a long, arm-like structure? The answer has to do with the fact that X-rays behave differently than the visible light we see with our eyes. Sunlight easily reflects off surfaces, giving us the ability to see the world around us in color. X-rays, on the other hand, are not readily reflected: they either travel right through surfaces, as is the case with skin during medical X-rays, or they tend to be absorbed, by substances like your bone, for example. To focus X-rays onto the detectors at the back of a telescope, the light must hit mirrors at nearly parallel angles; if they were to hit head-on, they would be absorbed instead of reflected.

On NuSTAR, this is accomplished with two barrels of nested mirrors, each containing 133 shells, which reflect the X-rays to the back of the telescope. Because the reflecting angle is so shallow, the distance between the mirrors and the detectors is long. This is called the focal length, and it is maintained by NuSTAR's mast.

The fully extended mast is too large to launch in the lower-cost rockets required for relatively inexpensive Small Explorer class missions like NuSTAR. Instead NuSTAR launched on its Orbital Science Corporation's Pegasus rocket tucked inside a small canister. This rocket isn't as expensive as its bigger cousins because it launches from the air, with the help of a carrier plane, the L-1011 "Stargazer," also from Orbital.

NuSTAR is a Small Explorer mission led by the California Institute of Technology in Pasadena and managed by JPL for NASA's Science Mission Directorate in Washington. The spacecraft was built by Orbital Sciences Corporation, Dulles, Va. Its instrument was built by a consortium including Caltech; JPL; the University of California, Berkeley; Columbia University, New York; NASA's Goddard Space Flight Center, Greenbelt, Md.; the Danish Technical University in Denmark; Lawrence Livermore National Laboratory, Livermore, Calif.; and ATK Aerospace Systems, Goleta, Calif. NuSTAR will be operated by UC Berkeley, with the Italian Space Agency providing its equatorial ground station located at Malindi, Kenya. The mission's outreach program is based at Sonoma State University, Rohnert Park, Calif. NASA's Explorer Program is managed by Goddard. JPL is managed by Caltech for NASA.

(AP) ? Defending champion Fredrik Jacobson's two-round 131 held up for a one-stroke lead as golfers finished the rain-delayed second round of the Travelers Championship.

Jacobson shot a 66 on Friday before thunderstorms halted play.

J.B. Holmes, who underwent brain surgery last September, finished a round of 62 on Saturday morning. He is one shot back, tied with Camilo Villegas, who shot a 64, and Will Claxton, who followed a first-round 65 with a 67.

Eighty-eight golfers made the cut at even par to begin the third round Saturday afternoon.

Jacobson is trying to join Phil Mickelson, the 2001 and 2002 winner, as the only players to successfully defend a title at River Highlands.
